The October rate increase may affect prime-linked variable mortgage costs, but it does not change every mortgage payment at once. Regina’s September benchmark price was $343,900, and effective supply rose to 2.54 months. That points to more choice than earlier in the fall, while the local market remains competitive. Verify your own numbers before making an offer.
What did the Bank of Canada do, and why does it matter to Regina buyers?
On October 28, 2026, the Bank of Canada raised its target for the overnight rate by 25 basis points to 2.5 per cent. The next scheduled announcement is December 9, 2026. Statistics Canada reported that annual consumer inflation was 3.1 per cent in September; excluding gasoline, it was 2.2 per cent. The Bank said inflation had been near 3 per cent since April, with energy costs contributing to pressure.
The overnight-rate decision can influence lenders’ prime rates and therefore many variable-rate mortgages. Existing fixed-rate payments generally stay the same during the term. New fixed mortgage pricing is influenced by bond yields and lender pricing, so it does not necessarily move by the same amount as the Bank’s decision. What is Regina’s housing market like for first-time buyers?
The Saskatchewan REALTORS® Association reported 327 Regina home sales in September 2026, 13 per cent fewer than a year earlier. Nearly 500 new listings came to market. At month-end there were 832 units available, including nearly 200 conditionally sold. After accounting for those conditional sales, effective supply was 2.54 months, compared with 1.72 months in early September.
Regina’s residential benchmark price was $343,900. That was down from $348,900 in August but 3 per cent above September 2025. A benchmark price tracks a typical property; it is not the same as the average sale price or a quote for a specific home.
| Measure | September result | Context |
|---|---|---|
| Sales | 327 | Down 13% year over year |
| Benchmark price | $343,900 | Up 3% year over year; down from August |
| Effective supply | 2.54 months | Up from 1.72 months in early September |
More listings can give buyers more properties to compare and a little more time to consider conditions. The Association still described the market as competitive. Desirable homes can attract strong interest, so use current comparable sales and your financing limits when deciding what to offer.

How much down payment do I need for a Regina home?
For an eligible home priced below $1.5 million, the minimum down payment is 5 per cent on the first $500,000 and 10 per cent on the portion above $500,000. A home priced at $1.5 million or more requires at least 20 per cent down. For example, a $350,000 purchase would need a minimum of $17,500 down, before closing costs.
With less than 20 per cent down, an eligible mortgage usually requires mortgage default insurance, and the premium is commonly added to the mortgage. The actual cash needed also includes closing costs such as legal fees, title registration, property-tax adjustments and moving expenses.
Some first-time buyers save through a First Home Savings Account or use the RRSP Home Buyers’ Plan. The FHSA generally has an $8,000 annual participation limit and a $40,000 lifetime limit; the HBP currently permits eligible withdrawals of up to $60,000 per participant, subject to repayment rules. Confirm your eligibility and available room with the CRA’s FHSA guidance and its Home Buyers’ Plan guidance. The Financial Consumer Agency of Canada explains minimum down-payment rules.
What is the mortgage stress test, and will I pass it?
Federally regulated lenders use a qualifying rate to check whether you could manage mortgage payments at a higher rate than the one in your contract. The current qualifying rate is the greater of your contract rate plus 2 percentage points or 5.25 per cent. Other lenders may also apply a stress test.
Passing depends on more than the interest rate. Income, property taxes, heating costs, other debts, down payment and lender rules all matter. A pre-approval can help set a realistic price range, but it is not a guarantee of final approval. The lender still reviews the property and updated documents before funding.

What mistakes should first-time buyers avoid?
- Shopping before checking affordability: get a pre-approval and keep a buffer in your budget.
- Forgetting closing costs: set aside funds beyond the down payment for legal work, adjustments and moving.
- Taking on new debt: avoid a car loan or new credit balance before closing without first discussing how it may affect qualification.
- Moving down-payment money without records: keep statements and transfer details so the lender can follow the source of funds.
- Assuming a pre-approval guarantees financing: final approval depends on the property, documents and lender conditions.

For eligible homes below $1.5 million, it is 5 per cent on the first $500,000 and 10 per cent on the portion above $500,000. Homes priced at $1.5 million or more require at least 20 per cent down. Closing costs are additional.
Did the Bank of Canada raise rates in October 2026?

Should I get pre-approved before looking at homes?
In most cases, yes. A pre-approval can help estimate your budget and may include a rate hold, but it is not a final approval or a guarantee that a particular property will qualify.
Is Regina a buyer’s market right now?
The Saskatchewan REALTORS® Association reported effective supply of 2.54 months in September 2026 and said more choice was returning, while describing the market as competitive. Conditions vary by price range, property type and neighbourhood.
Can I use both an FHSA and the Home Buyers’ Plan?
Eligible buyers may be able to use both for the same qualifying home, but each program has separate eligibility, timing and tax rules. Confirm your FHSA room and HBP participation requirements with the CRA before withdrawing funds.
